The purpose of this Request for Proposal (RFP) is to enter into a contract through competitive negotiations with a qualified firm to support the Commonwealth of Virginia (COV) in providing subject matter expertise in best-in-class behavioral health systems and redesigning how the Commonwealth can best serve Virginians with behavioral health and developmental disability needs. The firm will offer expertise in federal, state, and local behavioral health programs: review, analyze, and synthesize findings from stakeholder regional meetings, surveys and other data as needed: work with the Secretary of Health and Human Resources, Department of Behavioral Health and Developmental Services (DBHDS) and other relevant organizations to develop a comprehensive, holistic Behavioral Health Redesign Plan to address the public side of the behavioral health continuum of care: and assist in developing an Implementation Plan for the Behavioral Health Redesign.
