  • Summary:The objective of this Request for Proposals is to solicit sealed proposals to establish a contract through competitive negotiation for the purchase or development of an enterprise level information and financial processing system that provides but is not limited to:
    ●        Shall operate as the fiscal processor of all pledges (paper and electronic) received in the Commonwealth of Virginia Campaign (CVC) throughout the Commonwealth of Virginia (Mandatory)
    ●        May operate as fiscal processor that manages and absorbs credit card merchant fees received in the Commonwealth of Virginia Campaign (CVC) throughout the Commonwealth of Virginia. (Desirable)
    ●        Shall summarize pledges received by established criteria and identifiers (Mandatory)
    ●        Shall accept and deposit pledges received via cash and/or checks (Mandatory)
    ●        Shall distribute monies collected to designated charities in a timely and accurate manner (Mandatory)
    ●        Shall establish a donor identification system that provides anonymity but also enhanced features for the donor to access ePledge and direct giving (Mandatory)
    ●        Shall establish an agency organizer level portal for uploading of documents and communication to a processing dashboard. (Mandatory)
    ●        Shall record and maintain this information in various digital formats, including electronic and paper, with a small pool of end users (Mandatory)
    ●        Shall provide scheduled (at least weekly) and on-demand (occasional) reports to business owners (DHRM) to include donor’s agency, charities selected, and funds donated (Mandatory)
    ●        Shall intake of similar data from other institutions for comparison/benchmarking purposes, and providing on-demand (occasional) and scheduled reporting of data (weekly) (Mandatory)
    ●        Shall establish and operate a public facing online charity application system with conditional requirements as established by the business owner (DHRM). (Mandatory)
    ●        Shall establish and operate a public facing website for donor interfacing, charity selection, and pledging. (Mandatory)
    ●        Shall provide charity lists and data, based on charity application system. (Mandatory)
    ●        May provide vetting services for interested charities in collaboration with DHRM and established guidelines. (Desirable)
    ●        Shall have the ability to provide cloud information security SOC, and other compliance reports, if the solution includes a SaaS offering as part of the base product. (Mandatory)
