This Request for Proposal (RFP) is to solicit proposals for James City County (The County) and Williamsburg/James City County Public Schools (The School Division) from licensed qualified sources to establish one or more contracts through competitive negotiation for administration of its Flexible Spending Accounts (FSA), Health Savings Accounts (HSA), and Cobra Administrative Services. The FSA plan must operate as and qualify under Section 125 of the Internal Revenue Code. Any qualified vendor interested in providing these services, should prepare information in compliance with the specifications described in this RFP.

The County and School Division reserve the right to award contract(s) to one (1) or more offeror(s) to respectively administer the FSA Program, HSA Program and COBRA Administration or any combination thereof. The effective date for administrative services implemented as a result of this RFP for the County will be July 1, 2023. The effective date for administrative services implemented as a result of this RFP for the School Division will be October 1, 2023.
