The City of Williamsburg is seeking proposals for up to three shared mobility vendors to participate in a citywide pilot program with an initial term of three (3) years. Following a thorough review of shared mobility programs in place across the United States, the City Council approved the initiation of a pilot program allowing up to three (3) vendors of shared mobility devices inside the city. The intent of the program is to test the capability of vendors to successfully meet the needs of the users while also adhering to stringent requirements designed to protect the safety of users and the aesthetics of our community. A successful program will address the needs of residents (including students), visitors, merchants and employees, the City, the Colonial Williamsburg Foundation, and for William & Mary all within the defined restrictions. If a successful demonstration is achieved certain restrictions may be lifted or altered, including the unit cap and areas prohibit for devices.
The project scope includes the provision of ebikes with an initial unit cap of 30 throughout the city with a combination of solar docking stations, corals, and dockless operations over a three (3) year period in partnership with the City of Williamsburg.

The vendor shall annually, at the time of license renewal, make a presentation to the City Council reviewing the performance of the shared mobility offering in Williamsburg, the Vendor’s success at meeting the requirements of the scope of work, and suggesting any changes to the program guidelines to improve community reception and the shared mobility program. The vendor shall meet quarterly with the City Manager and designated staff to review program performance and make adjustments to improve performance.
