Description

The Marine Corps Installations, National Capital Region – Regional Contracting Office (MCINCR-RCO), Marine Corps Base, Quantico, VA is seeking information on behalf of The Administration and Resource Management (AR) Division of Headquarters Marine Corps.



CONTRACTING OFFICE ADDRESS. Marine Corps Installations – National Capital Region, Regional Contracting Office (MCINCR RCO), located on Marine Corps Base, 2010 Henderson Road, Quantico, VA.



INTRODUCTION.



The Administration and Resource Management (AR) Division of Headquarters Marine Corps manages the position description and classification functions for Headquarters and command staffs of 8000 plus associates under its jurisdiction. Position description development and classification work for the population served covers a broad range of titles, series, grades, and pay plans covered under a broad range of occupational specialties.



OBJECTIVE.



The objective of this requirement is to utilize an automated tool system to facilitate supervisors’ and commanders’ development and classification of position descriptions compliant with OPM standards that meet all requirements as identified below.



REQUIREMENT DESCRIPTION.



The AR Division requests information from industry sources who have subject matter expertise in human resource functions specifically focused upon understanding and using classification standards to determine and assign the correct titles, series, and grades of positions. Critical to fully understanding the position is consideration of such factors as the position’s relationship to other positions, its primary purpose or reason for existence, the mission and responsibility of the organization in which it is located, and the qualifications required to do the work. It is imperative that position descriptions (PD) be carefully developed to capture the important or critical features of the job required to meet mission requirements across diverse organizational units as well as who have systems development and integration and hardware/software engineering experience in the sustainment and security of products including the integration of hardware/software updates required to maintain fielded system. Information is also requested regarding how support will be provided to allow supervisors and commanders to expeditiously develop and classify position descriptions with vendor supplied support resources to achieve their goals right the first time every time. Respondents are requested to provide information specifically on the following:




  1. Evidence of competent systems engineering and integration experience that includes currently fielded software recognized by users as intuitive in use and as meeting all Federal laws, regulations and guidance.

  2. Demonstrated experience managing knowledge management support personnel in the areas of PD development and classification software use for supervisors/ commanders whose primary expertise is not in the PD development and classification areas.

  3. Demonstrated ability at integrating PD development and classification functions into an overall Human Resources Management architecture including time and leave management, workforce scheduling, payroll processing, recruitment, retention, learning management and performance optimization. Resident artificial intelligence functionality must be capable of developing and classifying PDs for the full range of Federal pay systems including, but not limited to, GS, GM, GL, GP, GG and GR pay plans.

  4. Hosting of all software as a service in a Government approved high security cloud environment including all databases and expert systems required to facilitate PD development and classification. The software as a service needs to be accessible to a number of concurrent users throughout the world without issues related to latency.

  5. Demonstrated ability of software to interface bi-directionally with all relevant Department of Defense systems

  6. Minimum Capability Maturity Model Integration (CMMI) Level 3 compliance in the respective business unit and process controls to ensure that work performed by subcontractors is consistent with CMMI Level 3.

  7. Demonstrate the capability to perform testing/regression testing and to resolve hardware/software issues resulting from baseline changes in fielded systems (i.e., Information Assurance Vulnerability Alerts (IAVAs), Implementation and testing of Defense Information Systems Agency (DISA) Security Technical Implementation Guide (STIG) using approved DISA STIG Tools, Technical Change Notification Orders (TCNOs), and Group Policy Objects (GPO) upgrades

This is a REQUEST FOR INFORMATION (RFI) ONLY to obtain industry’s feedback on the anticipated technical specifications, potential cost and performance risks, as well as any other related considerations for the required item.



Please provide feedback on the following:




  1. Can you meet this requirement? Please include capability statement in response to this RFI demonstrating the ability to meet each task above.

  2. Do you have Government experience providing similar services?

  3. Do you sell these services on GSA or any existing Indefinite Delivery Indefinite Quantity (IDIQ) or Government-Wide Multiple Award Contracts (GWAC)?

  4. What is your business size-status (e.g. Large Business, Small Business, Woman-Owned Small Business, etc.)?

  5. Is there anything else you think we should know?



SUBMISSION DETAILS.



Submissions shall reference RFI No. “M00264-23-RFI-0013 PD Classification” in the subject line. Interested vendors who wish to respond to this RFI should send responses via email no later than 13 March 2023, 11:00 AM Eastern Standard Time (EST) to melissa.chabot@usmc.mil.



Interested vendors should respond to the questions cited under the “INDUSTRY FEEBACK” section of this document. Interested vendors who believe they are capable of providing and meeting the requirements above are invited to express their interest by responding to the requested information in this RFI with a white paper in Microsoft Word for Office 2013-compatible format. RFI responses are limited to 20 single-sided, 1" border pages, including cover and administrative pages, and shall be delivered using 12-point font or larger. The paper size shall be 8.5 x 11 for text and 11 x 17 for diagrams.



Questions and comments regarding this requirement will be accepted, reviewed and answered if the Government determines responses are warranted.
