Notice of Intent to Sole Source

In accordance with FAR 6.302-1, 10 USC 3204.

The Naval Medical Readiness Logistics Command (NMRLC) intends to award a sole source contract under the authority of FAR 6.302-1 to Satisloh North America, Inc, N106 W13131 Bradley Way, Suite 200 Germantown, WI 53022-4442 for PRA Surface Blockers and accessories. The requirement will consist of the items listed below:

(1) PRA Surface Blocker

(2) Cable for laser scanner

(3) Crate layout for PRA Blocker

(4) Chiller

(5) Laser Scanner

(6) Thermo 200 corrosion inhibitor 1 gallon

As required, the Naval Ophthalmic Readiness Activity (NORA) is currently using the Satisloh equipment and two (2) of the PRA Surface blockers needs replacing. New blockers are needed to augment current production output to bring status to fully mission capability for the required Departments. The PRA Blockers shall be compatible with the specific model in form, fit and function relative to the activity's current surface equipment (Satisloh North America). This piece of equipment is proprietary to Satisloh North America and the only source capable of furnishing this requirement.

The tentative award date is 21 April 2023.

This notice of intent is not a request for competitive proposals. Sources interested in responding to this notice are required to submit a capability statement that includes management and technical data and price information, in sufficient detail and with convincing evidence that clearly demonstrates the capability to perform the required work. Capability statements shall not exceed 5 (8.5 x 11 inch) pages using a font size no smaller than 10-point. All capability statements received by the due date of this notice will be considered by the Government. A request for documentation or additional information will not be considered as an affirmative response or acceptance of the capability statement. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed with a sole source contract.

Capability statements are due by 2:00 PM Local Time, 31 March 2023. Capability statements shall be submitted by e-mail ONLY as a Microsoft Word or Adobe PDF attachment to the following address:
