THIS IS FOR INFORMATIONAL PURPOSES ONLY. Under the authority of FAR 6.302-1, the U.S. Army Corps of Engineers (USACE), Norfolk District, intends to issue a contract action, on a sole source basis, to HNTB Corporation (“the Designer of Record” or “the DOR”). This sole source contract action will acquire construction support services from the DOR. Work will consist of performing the engineering and related support services necessary to provide design review and construction phase services to ensure the proper implementation of the construction documents for the Arlington National Cemetery Southern Expansion (ANCSE) contract located in Arlington, Virginia. The construction contract will be performed via a Design-Bid-Build (DBB) delivery. The services to be acquired shall be completed in accordance with all applicable engineering requirements and consistent with the design intent reflected in the construction documents previously prepared by the DOR. The work performed under the intended contract action constitutes a continuation of services previously performed by the DOR to ensure consistent application of the DOR’s design intent and to maintain DOR responsibility over the construction documents.

By way of background, in July 2014 the Norfolk District awarded an Indefinite Delivery Indefinite Quantity (IDIQ) Contract to the Designer of Record to conduct the site investigation, program planning, design development, and preparation of the ready-to-advertise construction documents in support of the ANCSE Project. The services to be acquired under the intended contract action are necessary to support successful execution of the construction of the ANCSE Project.

This Notice of Intent is hereby published in accordance with FAR 5.201. All responses received within 15 calendar days of posting this notice will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
