The U.S. Army Corps of Engineers, Wilmington District: Floor Replacement, Philpott Lake Visitors Assistance Center, Bassett, Virginia



The Contractor shall remove existing carpet and underlayment. Replace carpet with oak hardwood flooring with underlayment that is approved by COR. All work must be performed in accordance with the requirements and specifications below.



All work must be completed 180 calendar days after contract award. Work must be scheduled between 7:00AM and 4:30PM Monday through Friday excluding Federal Holidays. Any work performed outside this timeframe must be approved by the Contracting Officer’s Representative (COR).



Specifications:



Structural Design



Type Floor. Floor trust system with ¾ plywood sub floor



Size: 5,300 SF (approximate)



Removal of Furniture and Existing Carpet Flooring



The contractor shall move within the structure up to 7 cubicle workstations, 7 office desks, and 2 office safes. Office furniture shall be stored in same level vacant rooms within the structure. The contractor shall remove and dispose of all carpet, fasteners, and underlayment. The contractor shall dispose of all debris/materials in accordance with Federal, State, and local regulations. The contractor shall not dispose of debris/materials on Government Property. The contractor shall inspect and remove debris daily from all sidewalks and entrance areas.



Inspection of Floor System



Prior to installing the underlayment, the contractor shall inspect the entire floor system for damages or deficiencies and report in writing the findings to the Contracting Officer’s Representative. The Contracting Officer may request the contractor to provide an estimate to repair the damage or structural problem prior to installing the underlayment and flooring.



Flooring Underlayment



The contractor shall install a felt underlayment for hardwood flooring. Underlayment shall comply with Virginia’s Engineering and Building codes. The contractor shall fasten the underlayment with staples and fastened spaced per the manufacturer guide lines.

Type: Mill run



Coverage width: 3 ¼ inch



Thickness: ¾ inch



Finish: Prefinished Natural Oak low gloss



Source: Turman Hardwood Flooring or an approved manufacturer



The hardwood flooring shall be installed plumb, level, and straight. Flooring shall be continuous from wall to wall with no gaps throughout the structure. Flooring nails, and other hardware shall be a product approved for use by the flooring manufacturer. Flooring shall be installed in accordance with the manufacturers recommended procedures. The contractor shall exercise proper care during installation to avoid damage or scratching of flooring finish. The contractor shall ensure all sub-structure is flat before flooring is laid so to not appear wavy or distorted. All joints must be flush with care taken for even transition. The contractor shall trim up to 12 interior doors and door jams to match the new flooring height. The contractor shall replace office furniture to its original location.



Hardwood Floor Accessories



The contractor shall install all required quarter round, reducer, stair nose, T molding, and thresholds. The quarter round trim must be installed around the entire perimeter of each room within the structure. All trim accessories shall be the same type and finish as the flooring used.

Note: Estimated amounts are an approximate total and not an exact quantity. Due to the complexity of the building, the contractor is urged to do a pre-bid visit to determine exact quantities.



The work site is located at Philpott Lake Visitor Assistance Center, Bassett, Virginia.



The contract issued will be Firm Fixed Price.



The Magnitude of Construction of this project is between $25,000.00 and $100,000.00. This solicitation will be issued in electronic format only and will be available on or about 14 March 2023. No additional media (CD-ROM, floppy disks, faxes, etc) will be provided. Paper copies of this solicitation will not be available. Other methods of requesting a package will not be honored. This solicitation is a 100% small business set-aside. The North American Industry Classification System (NAICS) code is 238330 – Flooring Contractors, and the size standard is $19,000,000.00.
