A. INTRODUCTION: Trident Spectre Exercise



This Request for Information (RFI) is NOT a solicitation for proposals, proposal abstracts, or quotations. The purpose of this RFI is to solicit technology experimentation candidates from Research and Development (R&D) organizations, private industry, and academia for inclusion in the Trident Spectre 2023 exercise coordinated by the Naval Special Warfare Command (NSWC). Trident Spectre is an annual government exercise that focuses on multi-agency collaboration and integration of operations, intelligence and technology to share best practices, identify innovative technology, and improve tactical intelligence to meet current and future special operations intelligence technology requirements.



NSWC invites industry, academia, individuals, and Government labs to submit technology experimentation nominations addressing innovative technologies specified by NSWC. The intent is to provide participants with the opportunity to gain Special Operations Forces (SOF) insight/perspective on participant technologies.



Trident Spectre will explore emerging technologies, technical applications, and their potential to provide solutions for future NSWC capabilities.



Trident Spectre is the U.S. Naval Special Warfare Innovation Proving Ground. Our core objective is the validation of critical innovations in support of emerging operational needs from Special Operations Forces and our partners in the Defense and Intelligence communities.



B. INDUSTRY DAY:




  • NSWC, specifically NSWG-8 will hold an industry day to share the priorities and objectives for the upcoming exercise as well as answer questions from partners and stakeholders, Feedback we received from last year’s event and process improvements for TS23 and ways to maximize the potential for selection, starting with tips on effective submissions



Dates/Location: 18 October 2022 in Norfolk, VA.



Attendees MUST register in the Vulcan system at vulcan-sof.com by the respective deadline to be considered. Additional information is provided in the Vulcan system. Attendance is on a first-come-first serve basis and is limited based on seating capacity. This Industry Day is not mandatory to attend in order to submit a project for possible inclusion in the TS Exercise.



C. TS 23 SUBMISSION INSTRUCTIONS:



Technology experimentation nominations shall be submitted electronically by creating a Scout Card in the Vulcan system at: vulcan-sof.com by the respective open submission deadline (19 October -04 November 2022). During Open submissions Scout Cards should be created and adhere to the submission guidance posted in Vulcan by clicking on the submit a project button located on the TRIDENT SPECTRE 23 scrolling banner. During this phase capability providers can submit without the required Government sponsorship. This allows for an early exposure of novel capabilities to Government Stakeholders and an opportunity for those developers to identify or be identified by government sponsors for potential nomination. The Vulcan system is best accessed by using Firefox or Google Chrome browsers. Associated technology experiments with distinctly different uses or applications should have a separate nomination submitted by each respondent. NSWC personnel will review submissions to determine whether an experiment submission will be accepted for invitation to attend the TRIDENT SPECTRE event.
