Description

NOTICE OF INTENT TO SOLE SOURCE This notice is being published in accordance with Federal Acquisition Regulation (FAR) Subparts 5.101 and 5.201 requiring dissemination of information for proposed contract actions. This is a notice of intent to award a sole source contract action, and is not a request for competitive quotes/proposals. The statutory authority for this sole source procurement is 10 U.S.C. 3204(a)(1) (formerly 10 U.S.C. 2304(c)(1)), as implemented by Federal Acquisition Regulation (FAR) 6.302-1 “Only one responsible source and no other supplies or services will satisfy agency requirements.”





The F-35 Joint Program Office (JPO) intends to award a contract action seeking consulting services to reduce program costs, specifically in the areas of proposal evaluation, cost analysis, price analysis, and negotiation support for multiple JPO contract negotiations. The period of performance for this effort is a one-year base period with two additional option periods for a total potential of three years of support. MATEC follow-on services will build upon the support that MATEC has been providing to the JPO for the past four years. Initially, MATEC provided support to the AV production team, assisting with proposal evaluations and negotiation support for the production purchases of the F-35. Following the award of contract, N0001921C0033, MATEC’s support was expanded to include the AV sustainment office. MATEC will continue to provide support for contract actions related to PBL, NPBL, SAHW, TSS, and PSM planning negotiations, and contract awards.





MATEC’s support services are essential for ensuring that the procurement timelines of several ongoing efforts are maintained. MATEC is the only source with the requisite knowledge, experience, and expertise of the JPO necessary to support the finalization of the AV lots 15-17 contract, lot 18 and beyond contracts, Performance Based Logistics (PBL), Non-PBL, Site-Activation/Hardware (SAHW), Training Systems and Simulation (TSS), and Product Support Manager (PSM) contracts. Opting for an alternative source would require significant time and resources to identify, develop and qualify, which would ultimately negatively impact the operational capabilities of the USAF, USMC, and USN, as well as international partners and FMS customers engaged in the F-35 program. Therefore, awarding a sole-source contract to MATEC is essential for ensuring the continued success of the program and meeting the requirements within the delivery schedule.





Although MATEC is currently providing support for the proposed contract, the government is open to considering capability statements, proposals, or quotations from other responsible sources.. If any information provided is proprietary in nature, it should be appropriately marked as such by the submitting party. The government will not reimburse interested sources for any information provided. Please note that capability briefings will not be provided upon request. Ultimately the decision to compete or not compete this proposed contract based on responses to this notice is solely at the discretion of the government.
