This is a COMBINED SYNOPSIS/SOLICITATION for commercial items prepared in accordance with the information in FAR Part 13, using Simplified Acquisition Procedures, as supplemented with additional information included in this notice. The Norfolk Naval Shipyard Contracting Office, Portsmouth, VA intends to negotiate a Firm Fixed-Price contract to procure various Controllers. The North American Industry Classification System (NAICS) code is 335999 and the Small Business Standard is 500 employees. The procurement will be solicited as Unrestricted. This requirement is Sole Sourced to Eaton Corp and its authorized distributors. No other manufacturer will be considered. The contract line items are included in solicitation N4215823QE024 (attached).

Proposal content and instructions when submitting an offer shall consist of the following:

Price Quote - one original signed and dated copy of the attached Solicitation N4215823QE024 with pricing cited for each CLIN, and executed copies of all applicable amendments.

Delivery Lead Time – annotate delivery lead-time below pricing (Section B) or below the delivery date(s) in Section F of the solicitation document. Must be annotated and visible within the offer. If quoting FOB Origin, please state the shipping cost. Note that shipping costs (if applicable) will be incorporated into the resulting contract, and the government will not pay more than the amount quoted.

Technical Capability Statement – one original initialed and dated copy of Attachment (1), and any supporting descriptive literature (or specifications) for each item. The information provided must be presented in such a manner as to enable the government to make a thorough and complete evaluation and arrive at a sound determination as to whether or not the products proposed and described will satisfy the requirements of the Government.

FOB Destination applies. Responsibility and Inspection: unless otherwise specified in the order, the supplier is responsible for the performance of all inspection requirements and quality control.

The solicitation, any documents related to this procurement, and all amendments issued will be in electronic form at the sam.gov website as follows: https://www.sam.gov (Contracting Opportunities). Potential offerors are hereby notified that the solicitation and subsequent amendments to the solicitation will ONLY be available for download at the above site; this office no longer issues hard copy solicitations. By submitting a quotation, the vendor will be self-certifying that neither the principal corporate officials nor owners are currently suspended, debarred, or otherwise ineligible to receive contracts from any federal agency. Failure to do so may represent grounds for refusing to accept the quotation. By submission of a quotation, the vendor acknowledges the requirement that a prospective awardee must be registered in the System for Award Management (SAM) database prior to award, during performance, and through final payment of any contract resulting from the solicitation, except for awards to foreign vendors for work to be performed outside the United States.
