This Notice is to inform the public that the Government intends to solicit and negotiate a sole source indefinite-delivery, indefinite-quantity (IDIQ) contract with only one source under the authority of Federal Acquisition Regulation (FAR) Subpart 6.302-1. WHS/AD, on behalf of the Defense Acquisition University (DAU) intends to award a single source follow-on IDIQ to The Browning Group International Inc., 2 Inverness Drive East #189 Centennial CO 80112-5508, for routine purchases of the above listed Emergenetics Profile Instructor Certification, and Tip Sheets.

DAU primarily teaches agencies and services within the Department of Defense and a number of agencies across the federal agency. DAU has held an IDIQ (HQ003418D0011) with The Browning Group International Inc. for Emergenetics Profile for the last five years, and is set to expire on 11 April 2023. Through this IDIQ, DAU has incorporate Emergenetics Profile into its leadership training curriculums. DAU will only be using the follow-on IDIQ to purchase course materials listed above. The Browning Group International Inc. is the proprietary owner and distributor of Emergenetics Profile, which is rooted in the concept that who you are today is the emergence of your behavior, genetic makeup, and life experiences.

IDIQ Projected Ceiling: $158,950.00

For this requirement, WHS/AD will solicit and negotiate directly with The Browning Group International Inc., and will not issue a competitive solicitation. While this notice of intent is not a request for competitive proposals or quotations, responsible sources may submit a bid, proposal, or quotation for alternate supplies for consideration. Offerors must have an active registration in the System for Award Management (SAM) www.sam.gov. A determination by the Government not to compete this proposed requirement based on responses to this notice is solely within the discretion of the Government. Interested parties with alternate solutions to Emergenetics Profile listed above must express their interest before the due date. Interested parties must submit such interest via email to Joshua J. Murray at joshua.j.murray17.civ@mail.mil and copy Michael A. Kline at michael.a.kline42.civ@mail.mil by 05:00 PM, March 10, 2023. If no responsive statements are received by the due date, WHS/AD will negotiate and award an IDIQ to The Browning Group International Inc.
