The Marine Corps Installations, National Capital Region – Regional Contracting Office (MCINCR-RCO), Marine Corps Base, Quantico, VA is seeking information on behalf of the United States Marine Corps Intelligence, Surveillance and Reconnaissance Enterprise (MCISRE).

CONTRACTING OFFICE ADDRESS. Marine Corps Installations – National Capital Region, Regional Contracting Office (MCINCR RCO), located on Marine Corps Base, 2010 Henderson Road, Quantico, VA.

INTRODUCTION. The United States Marine Corps Intelligence, Surveillance and Reconnaissance Enterprise (MCISRE) Insider Threat Program delivers intelligence to inform policy makers, the force development enterprise and warfighters in order to enable success in the current and future operating environment.

OBJECTIVE. The objective of this requirement is to allow investigators and analysts within MCISRE access to an enhanced web-based investigative platform with billions of public records and additional investigative content in an intuitive working environment.

REQUIREMENT DESCRIPTION. The requested software shall provide the following capabilities:

• World Check Risk Intelligence


• Other Law Enforcement Records

Batch Alerts: Alerting capability allows users to be notified if any key information on a subject changes. Alerts may be created for persons or companies. Users select the time interval (e.g., daily or weekly) for monitoring the status of selected attributes or subjects. Alerts are categorized in the following types: specific attributes, person information, business information, potential assets, potentially adverse information, and licenses. When new information is added or information changes for a selected attribute or category, the service provider sends a notification to keep the user updated with the most current information. Users may choose to be notified by email or upon their next login to the service providers website.

Person Alerts: Allows users to search large volumes of subjects across the same data sources used in the service providers Person Search. Input files are uploaded in .xls format. Service providers Person Batch returns the following data matches, where applicable, for each valid record provided: Addresses, (users can specify the desired number of output addresses per subject), names and aliases, Social Security numbers, date of birth, driver license information, phone numbers or date of death.

INDUSTRY FEEDBACK. This is a SOURCES SOUGHT ANNOUNCMENT (SSA) ONLY to obtain industry’s feedback on the anticipated technical specifications, potential cost, and performance risks, as well as any other related considerations for the required item.

Please provide feedback on the following:

1. Can you meet this requirement? Please include capability statement in response to this SSA demonstrating the ability to meet each task listed above (10-page max).


2. Do you have Government experience providing similar services?


3. Do you sell these services on GSA or any existing Indefinite Delivery Indefinite Quantity (IDIQ) or Government-Wide Multiple Award Contracts (GWAC)?


4. What is your size-status (e.g. Large Business, Small Business, Woman-Owned Small Business, etc.)?


5. Is there anything else you think we should know?

Questions and comments regarding this requirement will be accepted, reviewed and answered if the Government determines responses are warranted.

PROPRIETARY INFORMATION. Proprietary information and trade secrets, if any, must be clearly marked on all materials. All information received that is marked Proprietary will be handled accordingly. Please be advised that all submissions become Government property and will not be returned. All government personal reviewing SSA responses understand their responsibility for proper use and protection from unauthorized disclosure of proprietary information as described 41 USC 423. The Government shall not be held liable for any damages incurred if proprietary information is not properly identified.
