Solicitation Information

All quotes/responses shall be submitted via email to Lyndsay Krebs at lyndsay.b.krebs.civ@us.navy.mil no later than 4:00PM Eastern Standard Time on 09 March 2023.

Solicitation N6852023Q0023 is issued as a competitive procurement. The Government intends to purchase on a firm fixed-price basis, and to solicit and negotiate the proposed purchase order on a competitive basis for a Cylinder, 200 Ton, 13-1/8” Stroke (Part Number: PTRD20013) listed under the authority implemented by Federal Acquisition Regulation (FAR) by FAR Part 12 and 13.

This is a combined synopsis/solicitation for commercial items and services prepared In Accordance With (IAW) the format in Subpart 12.6 “Streamlined Procedures for Evaluation and Solicitation for Commercial Items”, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; Quotes are being requested and a written solicitation will not be issued.

Offeror’s must be registered in the System for Award Management Registration (SAM) database prior to submission of an offer to be considered for award of any DoD contract. This may be accomplished electronically at http://www.sam.gov.

This procurement is a total set-aside for small business under the authority of FAR Part 52.219-6. NAICS code for this announcement is 333517 with small business size standard of 500 employees. Quotes only from small business concerns will be accepted. Quotes received from concerns that are not small businesses shall be considered nonresponsive and will be rejected.

Items must be covered under the Manufacturer’s Warranty; Used or refurbished items will not be accepted. Award will be made on an all or none basis.

Cost of Quotes: Expenses incurred in the preparation of quotes in response to this RFQ are the vendor’s sole responsibility and not reimbursable by the Government.

***Basis for Award***

Solicitation closing date/time is firm; quotes received after the deadline will not be accepted. Your quote must contain enough technical information i.e. data sheet, drawing, specification, etc. for evaluation. Your quote will only be evaluated based on the information provided. The award will be made on the basis of lowest evaluated price of quotes meeting or exceeding the acceptability standards. This is a firm fixed-price procurement; therefore, the initial quote should represent the vendor’s best quote in terms of price and technical acceptability. A determination by the Government not to accept the quote for not meeting the minimum requirement is solely within the discretion of the Government.
