Pharmacy High Density Storage – Enterprise (PHDS-E)





The Defense Health Agency, Professional Services Contracting Division (PS-CD) is conducting market research and identifying potential Contractors that may possess the expertise, capabilities, and experience to meet the requirements of the DHA Pharmacy Operations Division (POD), Pharmacy High Density Storage – Enterprise (PHDS-E) contract.



The Government is contemplating issuing a solicitation for a single Contract Award. The period of performance will be for a 12-Month Base Period and four 12-Month Option Periods.



The Acquisition Strategy for this effort has NOT been finalized and this is NOT a request for proposal. In accordance with Federal Acquisition Regulation (FAR) 15.201, responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Contractors responding to this request are advised that participation does NOT ensure opportunities for future solicitations or contract awards. The Government will NOT reimburse any Contractor or individual for any expenses associated with preparation or participation in this request for information.



The requirements are described in the attached "DRAFT" Performance Work Statement (PWS), which describes tasks and capabilities required to provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, other items and non-personal services necessary to perform DHA Pharmacy High Density Storage – Enterprise (PHDS-E) as defined in this PWS, except for those items identified as Government Furnished Equipment (GFE). The Contractor shall perform to the standards in the contract.



The North American Industrial Classification (NAICS) code for this acquisition is 456110; Pharmacies and Drug Stores with a Size Standard of $30.0M; Product/Service Code: Q201; medical - General Health Care Services. The contract will not require access to classified facilities and will not include a DD Form 254, Department of Defense (DoD) Contract Security Classification Specification.



All responsible Contractors whether potential prime Contractors or subcontractors are encouraged to review the DRAFT DHA Pharmacy High Density Storage – Enterprise (PHDS-E) PWS in its entirety to ensure a clear understanding.



Interested Sources in the DHA Pharmacy High Density Storage – Enterprise (PHDS-E) requirement must COMPLETELY address All of the following questions in their entirety via the Contracting Officer, Erwin Rivera (Erwin.Rivera.civ@health.mil).



1) First review the notification and e-mail notification of your interest in this requirement and intent to respond to the below questions.



2) Then provide documentation that supports your company’s capability or a plan to meet ALL of the PWS requirements/mission areas. In accordance with FAR 9.6, Contractor Team Arrangements (CTAs) are acceptable. In responding to the below questions, please explain in detail any teaming arrangements and how your team could meet the DHA Pharmacy High Density Storage – Enterprise (PHDS-E) requirements, including past performance. GSA Schedule holders must comply with GSA’s rules for CTAs.



3) If a Contractor believes the requirements identified in the PWS or in these instructions contain an error(s), omission(s), or are otherwise unsound, the Contractor shall immediately notify the above point of contact via e-mail, with supporting rationale as well as the remedies the Contractor is asking to be considered as related to the omission(s) or error(s).





DHA Pharmacy High Density Storage – Enterprise (PHDS-E) Production, Installation, and Maintenance Support Services:



1. Provide contractor's name, address, points of contact to include phone numbers and any designations, state whether your company is small or large business, etc. In your opinion does this NAICS code fit the requirement? If not, which NAICS code would you suggest and why.



2. Specifically identify if your company is interested in priming as a standalone prime opportunities.





3. The Contractor shall be cognizant of DFARS 232.072-2(a) which states the Contracting Officer shall obtain the type and depth of financial and other information that is required to establish a contractor’s financial capability or disclose a contractor’s condition. While the Contracting Officer should not request information that is not necessary for protection of the Government’s interests, the Contracting Officer must insist on obtaining the information that is necessary. The unwillingness or inability of a Contractor to present reasonably requested information in a timely manner, especially information that a prudent business person would be expected to have, and to use in the professional management of a business, may be a material factor in the determination of the contractor’s responsibility and prospects for contract completion.





4. Since contracts and option periods may be awarded subject to the availability of funding, explain how the company will ensure the ability to acquire and retain skilled personnel, including retention during times of limited tasks.





5. Describe your company’s experience, processes, and abilities in transitioning into a new requirement similar in size and requirements as this PWS.





Contractors will be required to be registered through the System for Award Management (SAM) at https://www.sam.gov/portal/SAM/#1 to be eligible for award of Government contracts.



Questions and Answers: All questions are required to be submitted NLT 12:00 PM EST on 09 MAR 2023. Answers to questions will be posted NLT 5:00 PM EST on 15 MAR 2023 unless otherwise stated via amendment to the RFI. All questions will be submitted in the attached excel format (file name QA TEMPLATE - HT0011-23-RFI-0149.xlsx).



Responses are due by 12:00 PM EST on 20 MAR 2023. The response to this request for information is limited to no more than 15 pages (8.5x11 inches), single spaced, 12pt font, in MS Word document or Rich Text File format. In addition, identify a representative to support further Government inquiries and requests for clarification of the information provided.
