Description
1. This is a combined synopsis/solicitation for commercial services/items prepared in accordance with the format in FAR Subpart 12.6 -- Streamlined Procedures for Evaluation and Solicitation for Commercial Items, in conjunction with FAR -- Part 13 Simplified Acquisition Procedures, specifically FAR 13.5 and supplemented with additional information included in this notice. This announcement constitutes the only solicitation; offers are being requested and a written solicitation is attached to this announcement.

3. Scope: is seeking sources that can provide four hundred sixty-five (465) custom made freezer racks meeting stated salient characteristics

SALIENT CHARACTERISTICS
ITEM: Freezer Racks (see diagrams in this document if needed for visual representation)
CONFIGURATION: Five (5) slots high x seven (7) slots long 35 total slots
DIMENSIONS:
Overall:
Length: Maximum of 25.65-inches (handles included)
Width: Maximum of 5.50-inches
Height: Maximum of 9.75-inches
Slots:
Length: Minimum of 3.50-inches
Width: Minimum of 5.25-inches
Height: Minimum of 1.90-inches
TEMPERATURE TOLERANCE: Material must be able to withstand multi-year storage at -80 degrees Celsius (-80C)
STOPS: Each slot requires a fixed vertical strip to prevent inserted boxes from sliding through rack.
WEIGHT: Cannot exceed 8.5 lbs
FINISHING: All parts and assemblies must be free of burrs and sharp edges
QTY: 465
DELIVERABLES: Prior to manufacturing, vendor will provide design details to customer for review/approval. Send details to David Older (david.older@va.gov).
DELIVERY: Product should be delivered within 9-months after contract award and be properly packaged to minimize damage.

5. Packaging, Packing and Shipping Instructions.
Packaging to include all user guides and manufacturer cleaning instructions.

6. Inspection and Acceptance Criteria.
Equipment must be new and in good working order. Service line POC: Andrew McCrary will coordinate with food service staff to inspect and test equipment upon arrival. Equipment Inventory Manager: Carlos Meza will be contacted by Warehouse personnel to come and tag equipment upon arrival.

7. Contractor is to order and store at contractor s expense any long lead delivery items that can delay or impede the completion of this work.

8. Whenever contact with a facility is required outside of normal duty hours, the Contractor shall coordinate these times with the designated COR, POC or designee.

9. In accordance with 5 U.S.C. 6103, Executive Order 11582 and Public Law 94-97 the following national holidays are observed and for the purpose of this contract are defined as Legal Federal official holidays

10. Noncontract Charges: The contractor shall not perform any service that will result in additional charges without prior approval from the Contracting Officer.
11.Waste Removal: The contractor is responsible to remove and properly dispose of all waste related to the services provide on-site at all VA facilities.
12. Failure to carry out the above procedures will be considered as a failure to document the service visit and will constitute a failure to perform.
13. All shipping costs will be included in the cost of the contract.
14. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2022-04 Effective January 30, 2022. The following provisions and clauses apply to this solicitation and can be found in enclosure 1.
