Description

Norfolk Naval Shipyard (NNSY) intends to award Firm Fixed Price (FFP) single award Indefinite Delivery-Indefinite Quantity (IDIQ) for the testing of electrical safety personal protection equipment (blankets, gloves, matting) as pre the statement of work. The contractor shall furnish all labor, supervision, management, tools, materials, equipment, facilities, transportation, incidental engineering, and other items necessary to provide testing for electrical safety (P.P.E.).



The testing of the electrical safety PPE by the contractor shall be required on an as-needed basis, but at a minimum, four times per year. There will be a 12-month base with four 12-month option periods. The testing service shall be conducted as laid out in the general specifications section of the statement of work.



The requirement is being solicited as a full and open competition. The NAICS code applicable to this procurement is 541380, Testing Laboratories, with a size standard of 16.5 million dollars. The product service code is H259. The period of performance for this acquisition is anticipated to begin 20 March 2023 through 01 March 2024 with (4) four 12 month options

Solicitation N42158-23-Q-S018 and subsequent amendments are posted to this website (beta.sam.gov). Prospective offerors are responsible for downloading their own copy of the solicitation and frequently monitoring the Beta SAM website for solicitation amendments. The Government is not responsible for inability of the Offerors to access solicitation documents posted. Prospective offerors should also register at SAM.gov on the interested vendor list under N42158-23-Q-S018. No telephone or FAX requests will be accepted, and no hardcopy solicitation or amendment will be mailed or faxed. Offerors must also be registered in the System for Award Management in order to participate in this procurement at https://SAM.gov.



All responsible sources may submit a proposal, which shall be considered by the government. By submitting a proposal, the offeror will be self-certifying that neither the principal corporate officials nor owners are currently suspended, debarred, or otherwise ineligible to receive contracts from any federal agency. Failure to do so may represent grounds for refusing to accept the proposal. By submitting a proposal, the offeror acknowledges the requirement that a prospective awardee be registered in the System for Award Management (SAM) database prior to award, during performance, and through final payment of any contract resulting from the solicitation, except for awards to foreign vendors for work to be performed outside the United States. Lack of registration in the SAM database will make an offeror ineligible for award.
