Multiple Engineering Change Proposals (ECP) in support of Medium and Heavy Tactical Vehicles (MHTV)

THIS SYNOPSIS IS FOR INFORMATIONAL PURPOSES ONLY. Marine Corps Systems Command (MCSC), Quantico, VA 22134 intends to award an Indefinite Delivery Indefinite Quantity (IDIQ) contract to the Original Equipment Manufacturer (OEM), Oshkosh Defense, LLC 2307 Oregon Street, Oshkosh, WI 54902 (CAGE Code: 75Q65) on a noncompetitive basis. This requirement is estimated for award in the fourth quarter of Fiscal Year 2023 with an approximate ordering period of 60 months. The anticipated IDIQ contract is for the procurement of approved multiple Engineering Change Proposal (ECP) kits and parts to enhance the survivability and capability of the Medium Tactical Vehicle Replacement (MTVR), Family of Vehicles (FoVs) vehicle, Logistics Vehicle System Replacement (LVSR) vehicles, P-19 Replacement (P-19R) vehicle and Automatic Fire Extinguisher System (AFES).

MCSC determined that Oshkosh Defense is the only company capable of providing the approved multiple ECP kits and associated consumable items/parts for configuration of MTVR, LVSR, P-19R and AFES. MCSC does not possess the technical data and sufficient rights necessary to support competition of the required MTVR ECP kits and associated parts which are made exclusively by Oshkosh Defense. Oshkosh developed and managed the technical data packages for these vehicles and successfully produced all ECP drawings and technical data to support these various platforms. As a result, MCSC is unable to provide the associated technical data for the Medium Tactical Wheeled Vehicles configuration to foster a competitive procurement.

THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. This acquisition is being pursued on a sole source basis under the statutory authority of 10 U.S.C. 3204(a)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1(a)(2)(iii) “Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirement”. Unless stated herein, no additional information is available. Requests for the same will be disregarded. Responsible interested parties may submit a capability statement in which they can identify their interest and capability to respond to this requirement. The capability statement must be received by MCSC within thirty (30) calendar days after the date of the publication of this synopsis. MCSC will consider all information received by the response date. A determination by MCSC not to compete this requirement based upon responses received because of this notice is solely within their discretion. All submissions become MCSC property and will not be returned. Contractors are advised that MCSC will not pay for any information or administrative costs incurred in response to this notice of intent.
