THIS IS A SOURCES SOUGHT NOTICE ONLY. THIS IS NOT A REQUEST FOR PROPOSALS. THERE WILL NOT BE A SOLICITATION, NOR SPECIFICATIONS AVAILABLE AT THIS TIME.



The Norfolk District, Army Corps of Engineers is anticipating a future procurement for a Firm Fixed Price Invitation for Bid (IFB), Design-Build contract, for the installation of a solar array at the Craney Island Field Office, Portsmouth, Virginia.



Description of Work:



The work includes design of and the construction of a ground-based solar array system and a battery storage facility to serve the Craney Island Corps of Engineers Administration Building. The installed system will meet the standards of Dominion Energy Net Metering program and all relevant Codes and UFC Criteria. The proposed location for the placement of the solar array is the open grassy area located to the north of the field office. The facility currently uses the area to store heavy equipment as a part of their daily operations. The site slopes downward to the north from an approximate elevation of +7 feet at the concrete wall near the north side of the building to +3 feet near the trees/shrub area in the southern area of the project site. Existing geothermal utilities are located on the east side of the project site. Site Coordination with geothermal and other utilities in close proximity of the field office will be required. Topographic survey data of the site will be available prior to the start of the Draft RFP.



In accordance with FAR 36/DFARs 236, the estimated contract price range for this project is between $500k and $1M. NAICS Code 238210 applies with a small business size standard of $16,500,000.00. The Government is not obligated to and will not pay for any information received from potential sources as a result of this synopsis.



DEFINITIVE RESPONSIBILITY CRITERIA



This requirement will use Definitive Responsibility Criteria (DRC) which are specific and objective standards established to inform the Contracting Officer. In accordance with FAR 9.104-2, these criteria will be used to assess whether the apparent low bidder can demonstrate the expertise and specialized facilities needed for adequate contract performance. The inability of a contractor otherwise eligible for award to demonstrate minimally acceptable experience as measured by the DRC may result in the Contracting Officer determining the contractor is not responsible.



The Design Build (DB) Contractor and the photovoltaic system manufacture shall have a minimum of 10 years of solar array system design and construction experience.



SURVEY OF THE RENEWABLE ENERGY INDUSTRY



The following confidential survey questionnaire is designed to apprise the Corps of prospective contractors’ project execution capabilities. Please provide your response to the following questions. All questions are in regard to the installation of a solar array at the Craney Island Field Office, Portsmouth, Virginia.



General



1) Offeror's name, addresses, points of contact, telephone numbers, and e-mail addresses.



2) Offeror’s cage code and Unique Identification Number (UIN). Contractors responding to this Sources Sought are not required to be a small business. Specify if your business status qualifies as a qualified Small Business (SB), Small Disadvantaged Business (SDB), Service-Disabled Veteran Owned SB (SDVOSB), Veteran-Owned Small Business (VOSB), Historically Underutilized Business Zones (HUBZones), Qualified Section 8(a) or Women-Owned Small Business (WOSB). Contractors must be registered in SAM at time of contract award.



3) The Contracting Officer has determined the best NAICS code for this project is 238210. Is there a more appropriate NAICS code for this type of procurement? If so, please provide the NAICS code and description.



4) Have you ever worked on a solar array installation project similar in nature to this project or worked with any of Dominion Virginia Power’s solar energy programs? If so, please describe the project(s) and for whom the work was performed. Identify a point of contact and phone number, as a reference of relevant experience



5) What percentage of the work can you perform with your own equipment? What percentage of the work would be performed with the equipment of another contractor?



6) Have you installed a solar array within the Virginia Geographical area? Have you installed a solar array on a DoD Installation?



7) Would you be willing to bid on the project described? If the answer is No, please explain why not.



8) Would you be bidding on this project as a sole contractor, prime contractor with subcontractor(s), or as a joint venture?



9) Is there a dollar limit on the size of contract that you would want to bid? If so, what is that limit?



10) What is the largest solar array contract, in dollars, on which you were the prime contractor?



11) What is your bonding capacity per contract? What is your total aggregate bonding capacity?



12) Are you familiar with the USACE EM 385-1-1 (Nov. 2014) and all requirements? Deficiencies observed onsite will require immediate attention and action to meet all applicable safety codes.



The Government will utilize this information in determining an acquisition strategy. Please state all of the socio-economic categories in which your company belongs (8(a), Hub-zone, Service-Disabled Veteran Owned Small Business, Woman Owned, etc.).
