The Federal Bureau of Investigation (FBI) intends to negotiate a sole source, fixed-price contract to Foster and Freeman USA. located at the following address, for the purchase of a Crime LITE 42S

The FBI’s Laboratory Division (LD) requires The Crime Lite 42S. These Crime Lite 42S light sources are used by LPOU/HEAT in deployment situations. These lights are designed and sold by a single vendor for the sole purpose of providing 2 light sources in one handheld device. This reduces the footprint for LPOU/HEAT, which is essential in deployment operations of forensic exploitation of chemical, biological, nuclear, and radiological evidence. Only the suggested source can furnish the requirements of the Crime Lite 42S and accessories to the exclusion of other sources because Foster and Freeman is the sole manufacturer and distributor. Justification available upon request.



This notice will be distributed solely through the General Services Administration's System for Awards Management website (www.SAM.gov). Interested parties are responsible for monitoring the site to ensure they have the most up-to-date information about this acquisition.



The FBI intends to negotiate with only one source under the authority of FAR 6.302-1. This notice of intent is not a request for competitive quotations; however, per FAR 5.207(16)(ii) all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency.



Please submit all required documentation to the Contracting Officer, Travis A. Haefler by email at thaefler@fbi.gov no later than 5:00 PM EST on 03/18/2023. Responses sent utilizing other means (i.e., telephone call, facsimile transmission, etc.) will not be considered.



Information received will be used solely to determine whether to conduct a competitive procurement. A determination by the government not to compete this proposed contract based upon responses to this notice is at the discretion of the Government.



Vendors shall be registered in the System for Awards Management (SAM.gov) to receive government contracts. The FBI uses a financial system that has a direct interface with SAM. Please ensure that your company's SAM information is updated and accurate. This includes TIN, EFT, UEI, addresses, and contact information. The EFT banking information on file in SAM will be what the FBI uses to process payment.
