In accordance with FAR Part 5, the purpose of this notice is to notify industry the United States Marshals Service (USMS) intends to award a sole source award to Silent Partner Services LLC for tracking system services.

The USMS has a requirement to renew Silent Partner’s services for its GSM tracking system that can be accessed by utilizing Silent Partner GSM system equipment that is in use by the USMS. Silent Partner has provided the equipment presently that supports the USMS operations. The potential period of performance will be December 1, 2022 - November 30, 2023 with one 12-month option year extending the services through November 30, 2024.

After completion of market research, the Contracting Officer has determined that the services provided by Silent Partner Services LLC are proprietary in nature as the equipment in use by the USMS is designed to work only with these services.

This notice of intent is NOT a request for competitive quotes. All responsible sources may submit a capability statement, which shall be considered by the agency before the intended award date. Responses to the requirement may be submitted to contacting Deloyce Barrington, Contracting Officer via email only at deloyce.barrington@usdoj.gov no later than November 18, 5:30 PM ET. Information received will be used solely for the purpose of determining whether to conduct a competitive procurement. No phone calls regarding questions will be accepted and will not receive a response. A determination by the Government not to compete this contract action based on responses to this notice is solely within the discretion of the Government. The Government will not be responsible for any costs incurred by responding to this notice. Vendors must be registered in SAM to receive government contracts.
