This is not a Request for Proposal. The Government does not intend to award a contract on the basis of responses nor otherwise pay for the preparation of any information present or the use of any such information. All proprietary information shall be marked as such.



The Transportation Security Administration (TSA)/Contracting & Procurement (C&P)/Chief Counsel (CC) has a requirement for a computer-enabled investigation solution and/or support services to deliver the following capabilities:



• Ingest and analyze 100,000+ photographs akin to an identification credential photo to include Biometric analysis, correlation of biometric point;

• Ingest and analyze data files of various sizes and formats (e.g., .doc, .xls, .pdf, jpeg, .rtf, etc.);

• Compare, Collate, and Organize the data in a format suitable for investigation and litigation purposes;

• Code the exhibits (e.g., photographs, data, files, etc.,) subjectively and objectively;

• Generate queries and reports based on the coding;

• Interoperable with Microsoft Office 365® suite of products;

• Digital Evidence management;

• Algorithmic analysis of images;

• Preserve and create metadata;

• FedRamp Certification (identify level)



This is a Sources Sought announcement only. The Government is seeking out qualified sources capable of delivering the above capabilities. Respondents shall provide a brief description of their capabilities and identify any products used in delivering the capability. In addition, respondents shall identify their business size, socio-economic designations, as well as marketplaces their service/solution may be procured. The Government will not be responsible for any costs incurred by interest parties in responding to this sources sought.

Q: Are the 100,000+ photographs of faces, fingerprint scans, or IRIS?



A: Photographs, such as photograph that may be used on an identification badge or card.



Q: You mention "algorithmic analysis of images". Are you looking to utilize machine learning?



A: Yes, we are interested in how machince learning or artificial intelligence may be used in the process to analyze the data set.



Q: Can you provide details on the categories/ontology involved in "compare, collate, and organize" the data?



A: Organize the data so that it may be easily searched, indexed, analyzed, and produced in a report that may be bate stamped and transmitted to internal and external entities.
