Fort A.P. Hill complex is used to house up to 1,500 evacuating NETC personnel. Fort A.P. Hill’s dining facility is collocated with the barracks where the evacuees will be housed. While other companies may be able to provide subsistence services, they do not prepare, provide cooking equipment, or tear down/clean. Further searches revealed that there are not enough local restaurants nor transportation available for the evacuees to dine off base (Fort AP Hill). The dining facility, which is managed and staffed by Fort A.P. Hill MWR, limits the requirement to be filled only by MWR due to the isolated and unique location of the required services. Due to this unique situation, services offered by other firms cannot meet or be modified to meet NETC’s need.
