Description
Network Contracting Office 6 intends to release a solicitation for Construction Services for the installation of Operating Room (OR) isolation power critical panels Hampton VA Medical Center in Hampton, VA. All work shall be completed in conformance with Government produced specifications and drawings. Work is composed of, but not limited to, management, permitting, demolition, construction, construction management, submittals, including general construction, demolition, carpentry, thermal and moisture protections, wall and door protection, electrical, finishes, scheduling, quality control, inspection/testing, environmental protection, recording (As-Built) drawings, and project closeout.

A Pre-Proposal Site Visit is tentatively projected for November 7, 2022, at 3:45PM EDT and potential Offerors are required to RSVP by no later than 3:00PM EDT, November 4, 2022, via email to Nicholas.Ruppert@va.gov. It is the responsibility of the potential Offerors to confirm receipt of RSVP. It is the responsibility of the potential Offerors to bring all necessary personnel, inclusive of subcontractors, and materials necessary to the Pre-Proposal Site Visit. The Government will NOT be providing paper copies of any solicitation, solicitation attachments or annexes, specifications, or drawings. The Government will NOT be reimbursing any costs associated with attendance or proposal preparation.

All attendees are required to wear scrubs, shoe coverings, and a mask. Scrubs and shoe coverings will be provided prior to entering the OR. To ensure scrubs are available, all attendees are REQUIRED to email the Contract Specialist on or before November 4, 2022, at 3:00PM EDT. Emails must include the name of the individual that will be attending the site visit as well as scrub sizes for tops and bottoms. Scrub tops and bottoms run from sizes small to 3XL. The Contracting Officer can be reached via email at Nicholas.Ruppert@va.gov. One representative per interested party will be able to attend the site visit.

The North American Industry Classification System (NAICS) code is 238210 with a size standard of $16.5 M. The approximate solicitation issue date will be October 27, 2022, with an approximate response date of December 5, 2022. The estimated magnitude of this project is between $500,000.00 and $1,000,000.00 IAW FAR 36.204.
The solicitation will be issued on a restricted basis and will be 100% Set-Aside for Total Small Business concerns. However, should this pre-solicitation notice fail to provide adequate socio-economic interest to merit the continued reservation of the set-aside, the projected site visit may be cancelled. If a qualified Small Business is indeed interested in this requirement and is not going to attend the site visit, please ensure that your firm s interest in this project is communicated to the POC for this notice by the previously identified RSVP date above.

Potential Offerors are further advised that failure to register in the SAM database will render your firm ineligible for award. Registration requires applicants to have a Unique Entity Identifier (UEI) number; recommend registering immediately in order to be eligible for timely award.
