(i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; offers are being requested and a written solicitation will not be issued.
(ii) The solicitation number 36C26223Q0299 is issued as a Request for Quotation (RFQ).
(iii) The provisions and clauses in this document are in effect through the Federal Acquisition Circular 2022-08 Effective October 28, 2022
(iv) This solicitation is set aside to service-disabled veteran owned small business vendors currently registered at SAM.gov and Vetbiz.va.gov (VIP). The associated North American Industrial Classification System (NAICS) code for this procurement is 333241, with a small business size standard of 500 Employees. The FSC/PSC is 7310.

Performance Date: 02/01/2023 ~ 03/31/2023. All deliveries must be completed on or before noon of 3/31/2023.
(vii) All offers for this solicitation must be received electronically through email to Sam Choo at sam.choo@va.gov no later than Thursday, December 22, 2023, 10:00 AM PT. Reference solicitation number 36C26223Q0299 within subject line of the email. Any quotes received after the prescribed date/time shall be considered late and will not be considered for award. Any questions regarding this solicitation must be received electronically through email no later than Tuesday, December 20, 2023, 1:00 PM PT.
(viii) Offerors shall submit the following via email:
Offeror shall complete 30a, 30b, and 30c of Standard Form 1449 and submit as part of the offer.
Offerors shall fill out all unit price, total item cost, and net item cost conforming to requirements stated by the salient characteristics in Item Information (Section B.3) or provide a separate document with a complete list of items.
Offerors shall fill out estimated delivery date in the Delivery Schedule (Section B.4) or provide a separate document with complete list of items.
Offerors shall complete VAAR 852.219-78, VA NOTICE OF LIMITATIONS ON SUBCONTRACTING CERTIFICATE OF COMPLIANCE FOR SUPPLIES AND PRODUCTS (SEP 2021) (DEVIATION) (Section C.4) and submit as part of the offer.
Offerors shall complete REPRESENTATION REGARDING CERTAIN TELECOMMUNICATIONS AND VIDEO SURVEILLANCE SERVICES OR EQUIPMENT (NOV 2021) (Section D.2) and submit as part of the offer.
Offerors shall complete 52.212-3, OFFEROR REPRESENTATIONS AND CERTIFICATIONS COMMERCIAL PRODUCTS AND COMMERCIAL SERVICES (MAY 2022) (JUL 2020) (DEVIATION) (Section D.5) and submit as part of the offer.
