Description
The Salem VA Medical Center (VAMC), Salem, Virginia is issuing this source sought synopsis as a means of conducting market research to identify parties having an interest in and the resources to support this requirement for Replace Dry Pipe Sprinkler System project # 658-21-101. The result of this market research will contribute to determining the method of procurement. The applicable North American Industry Classification System (NAICS) code assigned to this procurement is 238220 Plumbing, Heating, and Air-Conditioning Contractors.
The primary purpose of this project is to remove and replace existing dry pipe fire sprinkler systems serving attic spaces and associated service piping extending from the basement to the attic space. Work will be performed in 14 buildings throughout the Salem VAMC campus.
THERE IS NO SOLICITATION AT THIS TIME. This request for capability information does not constitute a request for proposals; submission of any information in response to this market survey is purely voluntary; the government assumes no financial responsibility for any costs incurred.
If your organization has the potential capacity to perform these contract services, please provide the following information:

1) Firm s name, address, email address, Web site address, telephone number, and business size and type of ownership for the organization.

2) Is your firm currently registered with the System for Award Management (SAM) formerly known as the Center Contractor s Registration (CCR) database? If not, has it been registered, or does it plan to register?

3) In consideration of NAICS code 238220 Plumbing, Heating, and Air-Conditioning Contractors with a small size standard in dollars of $16.5M, which of the following small business categories is your firm classified under, if any? Small Business, Veteran Owned Small Business, Service Disable Veteran Owned Small Business, Small Disadvantaged Business, Women-owned Small Business, HUBZone Small Business, or 8(a) Business.

4) Is your firm capable of performance and Payment bonds for a project valued between $1,000,000 and $5,000,000.

5) Does your firm have experience in working at a Medical Centers? If so, how many years of experience?

6) Tailored capability statements addressing the particulars of this effort, with appropriate documentation supporting claims of organizational and staff capability. If significant subcontracting or teaming is anticipated in order to deliver technical capability, organizations should address the administrative and management structure of such arrangements.

The government will evaluate market information to ascertain potential market capacity:
1) Provide services consistent in scope and scale with those described in this notice and otherwise anticipated.
2) Secure and apply the full range of corporate financial, human capital, and technical resources required to successfully perform similar requirements.
3) Implement a successful project management plan that includes compliance with tight program schedules; cost containment; meeting and tracking performance; hiring and retention of key personnel and risk mitigations.
