Amendment 0001 is issued to extend the quotation submission date from April 27, 2023 to May 4, 2023. The subsmission time remains 02:00 PM EST.







The Department of State, Bureau of Diplomatic Security, Countermeasures Directorate, Office of Physical Security Programs, Defensive Equipment and Armored Vehicle Division (DS/C/PSP/DEAV) is seeking an industry partner to conduct research and analysis on DEAV’s standard door armoring procedure, and (1) Analyze the effectiveness of single vs dual-layer door armor on production armored vehicles, specifically in vehicle passenger doors, and (2) Establish possible weight savings through armor reduction while maintaining threat protection level.



The objective of this requirement is to evaluate the effectiveness of a single layer armor system and compare its performance to the two-layer system required by the Department of State Armored Vehicle Specification. This effort will determine if there is opportunity to reduce the weight and overall armoring cost of DEAV AVs while maintaining equal protection from ballistic and blast threats by removing one of the specified armor layers.
